City Manager's Office

The City Manager is the appointed chief administrative officer of the City of Alvin who reports directly to the eight-member Council similar to a CEO that reports to a Board of Directors. 

This position is responsible for providing oversight and direction for all City personnel except the City Attorney and Municipal Judges. The City Manager makes recommendations on behalf of the general welfare of the City and implements policies crafted by the Council. Additionally, he is responsible for presenting and managing the annual budget as well as interfacing with the community to develop and/or improve programs.

  1. Junru Roland

    City Manager

    Appointed as City Manager: August 17, 2018

    Mr. Roland holds a Bachelor's degree in Accountancy from the University of Houston, and has 28 years of governmental experience. Mr. Roland's professional career began in 1990, working for the Harris County Tax Office. In 1996, he was hired by the City of Lake Jackson to serve as the Tax Collector and staff accountant. He would subsequently be promoted in the City of Lake Jackson to Assistant Finance Director. In January of 2013, Mr. Roland joined the City of Alvin as the Chief Financial Officer. Upon serving a year and a half as Chief Financial Officer, the City Manager at that time resigned and Mr. Roland was appointed by Alvin city council to serve as Interim City Manager (from June 2014 - June 2015). In October of 2015, Mr. Roland's service to the City was expanded, as he would serve not only as Chief Financial Officer, but also as Assistant City Manager.

    Mr. Roland is a graduate from the University of Houston, Hobby School of Public Affairs. He holds multiple certifications including: Certified Public Manager, Certified Public Accountant, Certified Government Finance Manager, Certified Government Finance Officer, and Certified Public Funds Investment Manager. He is also a member of the Texas City Manager Association, American Institute of Certified Public Accountants, and the Government Finance Officers Association of Texas.
