PAYMENT OPTIONS & PENALTIES

Payment is due within 19 days from the billing date. This policy is established by Sec.25-14, City Ordinance Code allowing 19 days to pay from billing date before your account becomes delinquent and is penalized 10% on unpaid balance.
 
  • If your payment is not received by the 19th day from the billing date, a penalty will be charged and a delinquent notice will be mailed out allowing 6 days before disconnection of service.
  • If your service is disconnected, the total past due amount, reconnect fee of $50.00 and a possible increased deposit will be collected before service is restored. (Your deposit will be increased by twice the amount if you become delinquent two (2) times within a twelve-month period.)
  • Service may be restored the same day as disconnect if payment is received in the Water Utility Billing & Collection Office before 4 p.m. If payment is received after 4 p.m., service will be restored the next business day after 10 a.m.

PAYMENT OPTIONS

Effective October 1, 2010 a 2.5% service fee for all payments collected by credit/debit cards will be implemented.
Automatic Bank Drafting  

This is a free service.
 
Automatic Bank Drafting from your checking account (only) is a convenient way to pay your water bill each month without the hassle of writing a check. There is no cost to you and your payment will be automatically drafted on the due date of the bill.

You will still receive your monthly bill so you can monitor your water usage and know the amount to be drafted from your account. To apply please print and fill out the application form Automatic Payment, attach a voided check and return them to the City of Alvin Water Utility Billing & Collection Office at 216 W. Sealy St, Alvin, TX 77511 for processing.

If you would like to have your account drafted but you do not want to make the monthly EMS donation, you must sign a release form. Contact 281-388-4264.
Payment in Person

Alvin City Hall is located at 216 West Sealy Street. Our office hours are 7:00 a.m. to 6:00 p.m. Monday through Thursday and closed on Friday. We accept cash, check, money order, or credit cards (Visa or MasterCard only) when payment is made in person, a 2.5% service fee will apply to all credit/debit card transactions.
Payment by Drop Box

You may drop off your payment in the drop off box at 216 West Sealy Street located on the west side of Alvin City Hall at the drive through window. You may pay with check or money order. Please Do Not Put Cash In The Drop Box. Use the envelope provided to you and Do Not Fold envelope.
Payment by Mail

Your payment can be mailed to the City of Alvin, 216 West Sealy St., Alvin TX 77511. Please mail your payment along with your payment stub. Allow for proper delivery time if making payment by mail. Your payment must be received by our office by the due date to avoid penalty.
Payment by Phone  

During regular office hours only.

281-388-4262, you must contact this number to pay by phone. Please have your account number and credit card ready. A 2.5% service fee will apply.
Payment on the Internet  

A $1.25 convenience fee plus a 2.5% service fee will apply.

Your bill can be paid on the internet with your credit card. Go to Alvin's Utility Billing On-Line and select Pay Utilities.
Holidays - If your due date is on a holiday, your payment must be received by our office before the penalty date. All payments placed in the night drop or paid online before penalty date will be processed before penalties are applied. All payments received on the penalty day will be assessed the penalty.
